Seluvis falls in the same pose as the rest of the idle puppets when Pidia dies / Ranni leaves, which imo is a massive hint that Seluvis was actually a puppet himself. Go seek absolution at the church of vows, atop a plateau in the east of Liurnia. That should fix things.
